The Halley Elementary School community envisions all members being engaged in learning in an environment where expectations for achievement are high, diversity is respected, safety is assured, and communication is open and honest. Staff members view the school as a learning community dedicated to the mutual respect of students, staff members, and parents and to the commitment of service to others. The Halley staff is committed to fostering the academic success and positive character development of every child in the school and creating a rich learning environment in which students are provided with opportunities for individual growth and success in each area of development.

The Halley community values working together in collaborative teams to develop common purposes, to clearly define goals, and to apply best practices defined by current research. Data is used to guide instructional decisions, and student progress is carefully assessed and monitored. The students are challenged to think critically and to become problem solvers. As a school community, staff members act with safe and respectful practices while striving to meet high academic standards.
